Richland Center City Attorney, Michael Windel, reported on his initial findings on the city’s committee and codification review at last night’s (Tuesday) city council meeting. He stated that Richland Center’s committee makeup and codes have been described as challenging, out of date, and disorganized.
He found that the council could continue as is, incorporating the up to date and change; or start over.
The council could start rebuilding from the ground up, or choose a place to start. He would like to see: Omnibus schedules; a clear cut delegation of power; and to remove unnecessary complex policies and procedures, duplication of effort, and unclear responsibilities.
